Roads 4 People
A Global Impact Program
ICDI connects ORIS to UNIDO
“Investments in road infrastructure to enhance access and mobility have been an important part of World Bank’s strategy of fighting poverty and increasing shared prosperity since its inception…”
United Nation Industrial Development Organization’s (UNIDO) mandate is to promote industrial growth while ensuring inclusive and sustainable industrial development. ORIS, on the other hand, a digital platform, is deployed by governments in designing resilient, sustainable and affordable roads. Ordinarily, it would appear that the two sets of activities have nothing in common. Fortunately, through the effort and encouragement of the International Consulting for Developing Impact (ICDI), a bridge was formed that enabled UNIDO and ORIS to understand each other. Building on their respective mandates and strengths, a partnership has now been established.
Through the innovative institutional partnership established, a program piloted in two African countries aimed at mobilizing investments and technology transfer in road infrastructure, has been agreed upon. Among other things, the project intends to pioneer the investment and technology transfer in cross-country corridors for urban modernization and road infrastructure upgrading and connect rural roads for livelihood development.

In the phase of program articulating, ICDI will provide advisory services which will enable UNIDO and ORIS to appreciate each other’s functions and their complimentary roles. Further assistance will be provided during the first phase intervention with regard to mapping the capacities of the road authorities, project portfolios, financing sources, orientation to UNIDO country offices and linkage with ongoing country program.

Additionally, working with the UNIDO Funds Mobilization Department, ICDI will assist in designing a technical assistance facility (TAF). This will enable the project to receive funds and grants including funds from the governments, the private sector and the donor community.
To ensure that the rural road fund is anchored very well in UNIDO, advisory support will be provided to the finance expert, especially with regard to the strategy for funds mobilization.
ICDI will provide assistance in the design of a rural road fund master plan and road map for each pilot country, taking into account their peculiarities. Similarly, support will be provided in designing the Framework for Result-based Financing of the rural road fund.
To conclude, ICDI will offer advice in designing the overall coordination mechanism.
